Btw, my graphic card is only detected in the device manager when in safe mode. Otherwise, in normal mode, it shows an Intel Graphics I appreciate the help so far, I cant seem to get anything working myself and forums are full of empty solutions.
Catalyst installation Despite I uninstalled it and erased all registry lines with Ccleaner and Driver cleaner multiple times. I thought about getting back to factory condition, but it would mean losing my Office and antivirus licenses. Quite a waste. After tearing my system upside down, trying everything I could think of, and attempting to reseat my graphic card, it looks like everything is back to normal. I cant explain it. I had installed Intel drivers at the beginning of the problem with my experiments drivers I found on the Dell support site , afterwards I manually installed AMD drivers in safe mode, and it is only after lots of reboots and physical computer surgery that my drivers got updated and my graphics card recognized anew.
So somehow, my problem is solved. If anyone has the same one, try what I did, and dont give up: it took me three complete days to get it figured out. I have experienced on many graphics cards issues caused by some movement in PCI-E slot. Reseating card and cleaning contacts helps.

It includes a link to beta version driver with the fix called: win7-win8-win8. I had my Visiontek HD card installed. I installed this driver. If you get the message "Application Install: install package failure", it's a general error message that the driver or other parts of the software package cannot be installed.
